[GLIB] Do not pull Flatpak SDK if WEBKIT_BUILD_USE_SYSTEM_LIBRARIES is set

Scripts 'update-webkitgtk-libs' and 'update-webkitwpe-libs' should use
function 'shouldUseFlatpak' to determine whether updating flatpak. That function
should skip pulling flatpak if WEBKIT_BUILD_USE_SYSTEM_LIBRARIES is true.
