Use actual version numbers for Fall 2024 OS releases.

Reviewed by Elliott Williams.
Use the newly announced version numbers for API availability annotations.
They are now public as per announcements at WWDC 24'.
So we can safely remove the future value that is 9999.0 as these APIs need to
be marked available.
