[JSC] Support fast OOB access to TypedArray in IC

Right now, we are always going to the slow path when OOB load to TypedArray
happens, but it is not necessary
since they become undefined according to the spec (it does not traverse
prototypes). This patch adds these handling
so that IC can cover these cases.
