It was added several years ago to allow transition to a Safari that warns when you are using TLS 1.0 or 1.1. That several year long transition no longer needs a managed configuration setting to allow legacy TLS in Safari without a warning. Safari uses _WKWebsiteDataStoreConfiguration.legacyTLSEnabled to disable it.
