Sync 'SVGNumber.idl' with WebIDL Specification

This patch is to align WebKit with Web-Specification [1]:
[1] https://svgwg.org/svg2-draft/types.html#InterfaceSVGNumber
It removes 'unrestricted' from `value`.
Additionally, the test is synced from below Blink upstream (main), which uses
'testharness'.
