AX: Unify check for whether an Element can have AX relations.

AXObjectCache::updateRelations and updateRelationsForTree had different set of
Element's tag name to exclude Elements that we don't need to calculate AX
releations for. This patch unifies this check in the canHaveRelations(Element&)
function. This is an optimization for AXObjectCache::updateRelations.
