[WPE] Gardening
`fast/scrolling/sync-scroll-overscroll-behavior-unscrollable-iframe`
Unreviewed test gardening.
fast/scrolling tests have had issues due to missing EventSender
functionality as mentioned in bug 212202. This applies to WPE in
this case as eventSender.mouseMoveTo() is not yet implemented in WPE
testing APIs, as mentioned in 190570@main. Setting WPE expectations to
failing until we develop our WPE EventSender test APIs.
