Tracker traffic is blocked even if user grants tracking permission

In 262634@main we added the ability to check for the kTCCServiceUserTracking
permission via audit
tokens. However, we only added that capability to the Mac's NetworkProcess. We
also need to add it
to the iOS and Catalyst NetworkProcesses.
