[buildbot] Add Qt Linux MIPSEL Configuration
https://bugs.webkit.org/show_bug.cgi?id=65116

Reviewed by Adam Roben.

Introduce a Qt Linux MIPS EL build slave. The configuration
is a build only configuration.

* BuildSlaveSupport/build.webkit.org-config/config.json: Add MIPS buildbot.
