I also run the webserver under user www-data but I have not made any 
changes to files or directory owners. Web2py folder and everything inside 
is property of www-data

I tried to set up another (completely separate) server doing a fresh 
install of everything (including ubuntu 12.04 from scratch) and I had no 
problems; it worked fine with nginx, so somehow the uwsgi configuration got 
screwed during the dist-upgrade from 11.10.
