When you make a new app, web2py unpacks welcome.w2p. welcome.w2p is an image of the welcome app when web2py was installed or upgraded.
Any new installation of web2py should include __init__.py in welcome.w2p but it is possible that you have deleted it and triggered the creation of a new welcome.w2p without the file. Check if your welcome has it.
