It does not mean that the beginner will get full commit access, but it can help fixing bugs, provide some patch(es), develop some new (minor) feature etc. So, when I decide which web2py-powered CMS has the brightest future, I'll try to help as much as I can to enhance/improve it instead of reinventing the wheel.
