Github is probably best (or possibly Bitbucket or Google Code). I think the plan is for web2pyslices to add a "plugin" content type for posting plugins (you would still probably host the actual code at Github or elsewhere and link to it from web2pyslices). For now, you can post a "recipe" on web2pyslices and add the "plugin" tag, as several others have done.
