I don't think it's a CSS issue. Is your IE zoom > 100%? IE remembers the 
zoom level of the last tab you opened, and new tabs default to the same zoom 
level, so you might just need to change the zoom level in IE. (I think 
Firefox and Chrome remember the zoom level on a per site basis, and always 
default to 100% for new sites.)
