You only have to wait a little bit. Ubuntu syncs its packages from Debian, they have synced version 1.96.4-1 , but not version 1.96.4-2 yet. The former had that bug and was fixed in version 1.96.4-2. If you don't want to wait for Ubuntu to get the latest version from Debian, you can download the package directly from Debian (http://packages.debian.org/sid/python-web2py ) .
