I don't think you can attach using the Google groups site, but on the message you want to reply to with an attachment, you can click "More options", then select "Forward" and forward the message to your email account. Then you can reply to that message from your email account and include an attachment (you'll have to manually enter web2py@googlegroups.com in the To field so it will get sent to the group). Also, if you've got a working installation of web2py on your machine, I think you should be able to move the ticket file into the working installation and view it by running that version of web2py.
