That's not a packaging of an application for a distribution. What you want to do doesn't exist and, as far as I know, has never being integrated in a linux distribution. I don't mean you must not do it, I just mean that I don't think your work will be accepted in any distribution, but it may be useful as a package to be downloaded from the web2py site. But, a package that works is different from a package that can be accepted in the official repository of a linux distribution.
