Normally we bump because there is a new feature, not a bug fix. Technically no features was added in 1.75.1 vs 1.74.11 but many new features have been added in between 1.74.1 and 1.74.11. All together they have been tested and together they justify a new full version number. I think they jump should have been happened before but i did not feel confident. I agree this process is somewhat arbitrary. I would not oppose to some more strict rules about numbering. Feel free to make a proposal.
