I had not understood. This is not about upgrading web2py but about upgrading an app. The fact is it is not safe to unpack an up if one with the same name exists. How do you know it is the same? Right now it simply does not allow that, it wants you uninstall first. I guess we override this check but first we need ask the user "overwrite?"
