seems to work for me. Perhaps I do not understand the question. Could
you provide a more detailed explanation of the problem? Static files
of plugins are not intended to appear under

http://127.0.0.1:8000/admin/default/design/<app>

but under

http://127.0.0.1:8000/admin/default/plugin/<app>/rating
