The problem here:
{{if (pledged_labor_hours == 0):}}
{{pass}}
{{else:}}
{{=form}}
{{pass}}
Is that it should be
{{if (pledged_labor_hours == 0):}}
{{else:}}
{{=form}}
{{pass}}
because "else:" closes the first "if:" so you do not need pass.
