Thanks... This works as a param on the command line ''' start
web2py_no_console.exe -t -a "<recycle>" -p 80 -i 0.0.0.0 '''

But if create a options.py with

import socket,os
ip = '0.0.0.0'
port = 80
taskbar = True
password = '<recycle>'
folder = os.getcwd()
server_name = socket.gethostname()

I get...

Note this happens with a options.py with even just 'port=80' in it.
Is there something else I'm missing?
