I couldn't get it to install either. So as a work-around, I extracted the contents into /web2py/applications/jpolite and then just accessed it through site admin.
It seemed to suffer from problems in loading all the widgets. One widget would load OK and the others hang. Anyhow, it gives an idea of what it could be.
