Hi Antony, since you're using python 2.7, it's much simpler to download this <https://github.com/nicozanf/web2py-pyinstaller/raw/master/web2py_win_2191_py2716.zip> latest binary version. Uncompress it and launch the web2py.exe inside - it should work fine and without any hassle.
If you still have problems, check if you're using a 32 bit system (look here <https://www.computerhope.com/issues/ch001121.htm> for details if needed). And report your python version (python --version) and the web2py version you're using, too.
