Sure. The first argument to IS_IN_DB can be a DAL Set object specifying a 
query to filter the records:

requires=IS_EMPTY_OR(IS_IN_DB(db((db.person.partner == None) & (db.person.id 
!= current.id)),
                              'person.id', '%(name)s'))
