Of course, that's not-quite-coherently simplified.

The standard logging using the as-shipped logging.conf will both go to a 
file (using a default name from the as-shipped logging.conf) and to the 
console.  Editing logging.conf can a) remove either handler, b) change the 
name of the file, c) replace one handler with another, or d) add an 
additional handler.

That paragraph is not quite so simple, but I hope it is more coherent.
