I'm not sure what you mean. In order to set up web push notifications for a given user, that user must load an HTML page from your site, including the head content described in those instructions. Once that page has loaded and the user has consented, a background service worker will be started, and you will be able to push notifications to the user's device (even if they are not currently viewing your website in the browser).
