Yes, but where are you using truncstr, and what alternative API do you imagine that would make whatever you are trying to do easier?
If you want to write the table in raw HTML, the web2py template system does not provide a way to programmatically manipulate the DOM (as the DOM is generated in the browser, not on the server). You can of course use web2py HTML helpers to create a server-side DOM, but that is not raw HTML. If you want to write raw HTML and manipulate the DOM, you should do so in the browser using Javascript.
