You use just one model.py?
if yes, change this line:

IS_DATETIME(format=("%m-%d-%Y %H:%H), timezone = 
pytz.timezone(timezone_user) )

to 

IS_DATETIME(format=("%m-%d-%Y %H:%H), timezone = timezone(timezone_user) )
