Active, based on 'activity' - based on code contribution and forums
activity, you can see that for yourself. Check the github sites
(https://github.com/web2py/web2py, and https://github.com/web2py/pydal),
and also the forum postings. The code commits, issues being addressed
are all recent ones.
Active, based on adoption - can't speak for others ... I have been using
web2py for the last 2+ years, for the applications that I have built.
None are public at the moment though.
A suggestion, based on my personal experience - web2py is a rather well
engineered framework, and helps you to get going with building a typical
database based application. If not anything, learn web2py, and build
something useful with it. This investment of time will help you
understand if web2py is suitable for you to build your business
applications.
Use the forums to help you with any issues you may face, and you will
find a welcoming and helpful community.
