The question is really which works best with Python/Pandas (web2py is irrelevant), and for that you might be better off asking elsewhere. And if you're interested in JS charting libraries, the server-side language you are using probably won't help you differentiate much among the options, except for the few that have Python specific APIs (for example, Vincent <http://vincent.readthedocs.io/en/latest/>, which is a Python interface to Vega, and Bokeh <http://bokeh.pydata.org/en/latest/>).
