The book seems fairly simple and straightforward. Please show the code you have tried and and explain what problem you are having.
It might be helpful to look at the source code to see the list of mobile provider names: https://github.com/web2py/web2py/blob/master/gluon/contrib/sms_utils.py. You can use the SMSCODES dictionary to provide the user with a list of providers to choose from.
