I am not sure but what about selecting the tournament ID's as a list first,
and then selecting the matches with tournament ID's belonging to that list.

tournament_list = db((db.tournament.start >= '2015-01-01 00:00:00') & 
(db.tournament.end <= '2015-12-31 00:00:00'))\
.select(db.tournament.id).as_list()

matches = db(db.match.tournamentID.belongs(tournament_list)).select()
