imho the docstrings are pretty clear.... manage_groups=True --> turns on the whole machinery to sync ldap groups with web2py's ones at login time.... with manage_groups=False, your users basically don't need to register theirself and web2py doesn't need to store the password, but you can still operate on group membership at the web2py level...
