got the issue, reproduced it, fixed it. I forgot about web2py.exe not being actually web2py.py recompiled but a loader that decompresses library.zip and loads the modules. This is a complete rebuild on 2.9.11 with the fix. https://www.dropbox.com/s/jmdy2qtt71i0snb/web2py_win.zip?dl=0
