Seems interesting, but impracticable. If you are on top of a mountain, how are you going to get cellular service? And if you do get service, why not just call someone and say "hey im stuck up here, get some help". Also, would I really want my local fire department (coast guard, police) monitoring twitter or facebook all day?
For fires, or floods, or any situation in which immediate help is needed, this just seems ridiculous. It may work for a zombie outbreak or a pandemic of some kind, but this just seems like a silly project to me.
