My Webfaction account uses Apache with workers for MPM. It seems that any memory allocated to a process spawned by an Apache worker actually clings to that worker after the process finishes. That's why there is a maximum_requests_per_worker directive.
Could it be that big database migrations cause huge memory allocations across most of the available Apache workers?
