It does not lock but it detects conflcts A opens and edits file X B opens and edits file X A saves file X B saves file X web2py detects a change in the file and opens a merge window.
This feature is not really documented and may have been broken with the ajax save. Nobody really used it. Please check it and see what happens. Let us know if this is sufficient and/or needs a fix.
