Of course, if it were I - I would not put empty placeholder files in my master if I did not need to, nor useless init files .... We who mirror where that is needed can write our own scripts to hold those directories (by putting empty files in; I wouldn't do the other way around, as the whole point of web2py is no setup - and changed code is... well, changed code).
