I think this mixing apples with oranges.

procedures should not be exposed in menus because they do not have a
view. They are not intended to return pages.

Currently there is no mechinsm to enforce access control to the menu
items, only to the content of those pages.

I will think about this it may not be too difficult to add this
mechanism.
