This is sounding like the truncated file bug related to cherrypy 3'1'0b

Run an integrity check w/ 7zip and I suspect it will show incomplete archive.

If we had archive sizes and checksums posted on the server then this would be 
obvious.

If you have cygwin then try to wget or curl - those seem to work.

Please confirm your tar size here.  You can also try to get the zipped archive 
from bitbucket and xtract just the tar file - that may help.

Windows.
7-Zip 4.62 fails to open at all
Cygwin's tar opens it up & seems to uncompress everything - just
failing at the end.
