The latest version is 1.51 and indeed is available on
http://mdp.cti.depaul.edu/examples/default/download

The "latest development snapshot" shows a link to google code;  you can also
get it from the main development line using bazaar, from
https://code.launchpad.net/~mdipierro/web2py/devel

If you want just a tar-ball / zip of the latest snapshot, you can grab one
from the mercurial mirror at:  http://www.bitbucket.org/yarko/web2py/

I mirror to bitbucket, usually minutes or no worse than hours after they are
committed on launchpad - I also include the T2 component in this mirror, so
it saves you another download (T2 development branch is
https://launchpad.net/t2 and mirrored on
http://www.bitbucket.org/yarko/web2py-t2 )
