Forum apps are generally not too difficult, but will take some coding... and the better you want them behaving (e.g. privileged groups) the more work you have. You could look at Sphene Community Tools (written for Django) and see if it will help you get started (or worth porting) --- http://sct.sphene.net/wiki/show/Start/
There are some others, but nothing very modern...
