One more tidbit: I remember that once or twice Barney swore in deputies with an oath that included the phrase, "...City of Mayberry, County of Mayberry..." and that Andy confronted Barney that both of them were on the county payroll. We also know that Mayor Stoner indicated that he also serves in some sort of supervisory role over the Sheriff's Department. It would stand to reason then that the Mayor had some sort of authority over the whole county if only to supervise the Sheriff's Department beyond the city limit.
