Larry, as was already noted, this line comes from "Citizen's Arrest," and Gomer says it to Barney in the heat of their argument about the ticket. My assumption is that this expression comes from the old-time peddlers who would roam city neighborhoods selling their wares and announcing their presence by calling out. A fish peddler would shout, "Fish! Fish!" so the neighborhood wives would know to come out to the street and buy their fish for the day. Thus, "You just go up an alley and holler fish!" was meant to be a derogatory term, comparing Barney to a lowly fish peddler.
