True, but mostly people say shirtwaist when actually they mean shirtwaist dress. I know, I made man of them in high school. It is a one piece dress which appears to be a blouse tucked into a matching skirt with a distinct waistband (and usually a belt). As we know, Miss Rosemary wore dresses so Barney was actually indicating he "noticed" her wearing a different shirtwaist dress each Sunday as he walked her to church, cause it's on his way.
