Are you thinking of "The Bank Job"? At the end of the episode, Barney was giving a parking ticket to the man who was waiting with the car while the other man was attempting to rob the bank. As Barney was ticking off the violations, Andy walked up and added, "...bank robbery." That's when Barney got all excited and pulled out his gun to cover the guy. Or are you referring to "Barney Gets His Man" where Barney stops escaped convict Eddie Brooke for littering. Then Brooke and Barney get tangled up on the sidewalk, and Barney gets credit for capturing a wanted criminal. Of course, both times Barney was just writing out a ticket and not arresting the men, so maybe you mean another incident that's not coming to my mind right now.
