TAGS was filmed in the early '60s, and the laws you are refering to are primarily part of the Gun Control Act of 1968 (GCA68)... Back then, there were a LOT fewer restrictions, and things were a lot simpler! I've also read that even tho the series was filmed in the 60's it was written as if it was the '20s (when there were even fewer restrictions).
