I believe the town of Mayberry merely offered a perk to Andy so that he
could use the squad car at his discretion as the salary was apparently very
low. It also made him easily available for law enforcement purposes at any
given time. Seems like he and Barn traded turns keeping it. I kinda' like
the idea of squad cars being visible in neighborhoods, etc. as a crime
deterrent, although I wouldn't condone the officer's family members using
them.
