It is possible the "search" of the old ladies coat was legal because of his "probable cause" to believe she was concealing something after he bumped into her....Of course, Andy would have had to arrest her right after the discovery, which he did. And he waited until she had left the store with the merchandise too... If he was not allowed to "search" her as he did, nobody could ever catch a shoplifter because they could get away while the police were going to get a warrant.
